The article examines the main factors that had the influence on the formation of cultural policy of Malta. It is concluded that, on the one hand, it reflects the colonial past of the country and on the other — implements the idea of a cultural bridge between Europe and North Africa. It has indicated the important role of such factors in the development of this policy as historical traditions, political situation, peculiarities of the economy, church, and tendencies of EU development. The steps were taken by two major political parties of the country — Nationalist and Labor — in the implementation of the cultural policy on Malta has considered. It has proved that the preservation and development of the national heritage of Malta are considered not only as a source of social and economic development but also as one of the tools for the formation of the national identity. The main directions of the cultural policy of the country are identified, among them: preservation of existing cultural monuments; development of archives, the network of libraries and creative economy; preservation of existing traditions, rituals and holidays; art festivals, which unite the history with the modernity. It has been found that the problem of refugees in Maltese society started the discourse on the policy of multiculturalism and the contribution of non-European peoples to the formation of national identity.
